Are punctuation marks universal?

While the same punctuation marks exist in most languages, there might be differences in when and how they are used.
 
For example, lines of dialogues are marked with quotation marks (“”) in English, however, in some other languages, they might use hyphens (-) for the same purpose.
 
Also, rules for using commas (,) within a sentence may vary from language to language. And it’s not only about sentences- there are languages in which commas are used instead of periods (.) in decimals. In these languages, decimal points are called decimal commas.
 
Even though there are still minor differences, just like the above examples, the use punctuation marks is becoming more and more standardized worldwide due to globalization.
