It is not very clear what you are asking here. Do you mean percentages? Or do those numbers stand for something? Or do you mean 35 instances of the number 2.98?
If you are talking about percentages, 35% of 2.98 and 2.98% of 35 actually turn out to be the same number, 1.043.
