What is the difference between “a half and hour” and “half an hour”?

‘Half an hour’ is 30 minutes, obviously. This phrase is commonly used.

However, the other one, ‘a half and hour’ looks like a produce of a poor English learner.

I have never come across such phrase, anyway – but I’m not a native speaker.

Maybe a full contex/sentence could help to find the answer.
