1. I see that I help him when I have the money.
2. I saw that I helped him when I had the money.
3. I saw that I help him when I have the money.

The first and second sentence are the correct sentences. This is because you are using the correct tense consistently throughout the sentence.

1. The first sentence you are talking in the present or about something that occurs on a regular basis. So whenever you have money you make sure to help him, this is in general and a habit or a routine of yours. This sentence is correct because you used the Present Tense in the entire sentence.

2. The second sentence is correct because you are talking about a situation in the past and you used the Past Tense consistently throughout the sentence.

3. The third sentence is incorrect because you are using the past and present tense in the same sentence and it confuses the meaning of the sentence. You can use different tenses in a sentence but here it doesn’t make sense.
