Both verbs may be used when talking about the upper-body moving towards the ground:
- She bent down/ stooped and picked up the kitten.
- I had to bend down/ stoop to tie my shoelaces.
“Stooping” always includes bending the knees; however, when “bending down”, you can bend your body at the waist (without using your knees).
