As titles, they are both acceptable and make sense, but they do mean different things.
- Checking of Accounts.
In this context, we understand that someone is going to look over, inspect, examine, check(verb), the accounts.
- Checking Accounts.
Placed together as a title the words will be understood as a name and Checking as a noun.
