May: permission or possibility

You may stay at home.

In this sentence, may expresses permission. I understand that. But why can’t you interpret it as possibility? Because “you” is the second person, so, you are directly talking to the person? Then, how about “She may stay at home”? Is this “may” permission or possibility? How can I determine it?
