The passive voice is used when it’s not important or unknown who performed a certain action. For example:

  • My granola bar has been eaten. I’m so upset.

In this example, I don’t know who ate my granola bar, the only thing I know is that I cannot eat it anymore, because someone else ate it.

The structure for this form is the following:

Something (granola bar) + be (“has been” in the present perfect) + past participle (third form: eaten)

While it is possible to rephrase the sentences you are asking about using the passive form, I don’t think they sound very natural:

  • She wants to complain. = A complaint will be made by her.
  • She wants to study English. = English will be studied by her.
  • She decided to study English. = A decision was made by her to study English.

 
As you can see, in the above examples, I used the passive voice to convey a similar meaning, but these are not sentences that people would normally say. It was just a grammar exercise, we don’t speak like this.
