sing ING is a continuous/ action verb, why HOUSE ALREADY BUILT called BUILDING?

Building is a noun not a verb, it refers to a structure with walls, a roof, windows and doors like a house or an apartment building.
When you hear a sentence like ‘I am building a school’ building here is the present continuous of the verb to build, ‘at this moment, right now I am building a school’ or ‘I am building a building’, ‘I am constructing a building’.
