It could be used in an informal situation when you want to express that you understand why the other person has done something.
- I’ve left Chrissy.
- I don’t blame you (= I see why you’ve done that). I’ve never really liked her.
or
- I don’t want to go to the party.
- I don’t blame you. They’ve invited everybody, it will be too crowded.
