what should i use about the apartment below my apartment?

‘underneath’ 
is just a less common 
and a bit more eloquent word that means ‘under’. 
The two words are interchangeable when used as prepositions.

‘beneath’ is often used 
-figuratively: 
He thinks everybody is beneath him.
or
– to talk about being covered: 
beneath the covers/surface

‘below’ is often used to refer to some level:
– below zero
– the sentence below (opposite: above)

I’d say: 
– below street level
– under my flat
